Joint LGA/APA Transition Conference

This timely one day conference will provide a unique opportunity to learn about the links between police and crime commissioners and community safety partnerships, the powers commissioners will have in relation to partnerships and what the reciprocal duty to co-operate means.

 

The Police Reform and Social Responsibility Bill, which replaces police authorities with police and crime commissioners, completed its passage through the House of Lords in mind-July, and it is anticipated it will get royal assent in the early autumn.  The transition to police and crime commissioners raises significant issues for councils, police authorities, the police and other partners working at a local level to reduce crime.  Police and crime commissioners will set the policing priorities for their force area, will have funding transferred to them from the Home Office to enable them to commission services needed to reduce crime, and set the police precept.

 

The conference will give you the opportunity to:

  • learn about the links between police and crime commissioners and community safety partnerships, the powers commissioners will have in relation to partnerships and what the reciprocal duty to co-operate means
  • consider how planning to tackle crime and disorder will work in the future given the requirement on both commissioners and community safety partnerships to take account of each other's priorities when producing police anc crime plans and strategic assessments
  • Examine the powers and role of police and crime panels, the requirements for setting them up, the issues around their membership and how they will relate to crime and disorcer overview and scrutiny committees
  • learn what the commissioning role of police and crime commissioners will mean at a local level, including the implications not only for community safety partnerships but also Youth Offending Teams, health services and offender management
  • look at how complaints againt police and crime commissioners will be handled, the role of the Independent Police Complaints Commission and police and crime panels, and what ethics and standards requirements will affact police and crime commissioners.
