The Association of Police Authorities (APA) has appointed Lucy Bogue, previously the Head of the Young People’s Team at the National Offender Management Service (NOMS), as its new Deputy Chief Executive, to help lead the Association forward as police authorities face new challenges under government plans for police reform.
Lucy has worked in a variety of roles within the Criminal Justice Service since beginning her career at Feltham Youth Offenders Institute in 1994 as a member of their Independent Monitoring Board, becoming the Chair in 2000. She worked for the Youth Justice Board before joining Her Majesty’s Prison Service (HMPS) in 2002 to work within the female estate for the Operational Office for Women’s Prisons, before moving to HMPS headquarters in 2003 to deliver a change programme on the care and management of young women under the age of 18.
In April 2008 Lucy was appointed as the Head of Young People’s Team in the newly formed NOMS with overall responsibility for managing the agreement between the Youth Justice Board and NOMS. Her work involved leading change in the NOMS young people’s estate and developing policies and guidance to improve the delivery of service to young people.
Lucy Bogue said: “I am very pleased to be taking up this role to ensure that community voices make a difference in policing through the work of police authorities. This is a critical time for safeguarding the close links that have been built up between local people and the police, whilst also ensuring that national challenges, not least the difficult financial climate, are fully addressed in the future development of the service. I look forward to working with police authorities across the country to ensure they are able to continue this process on behalf of the communities they serve.”
Lucy Bogue joins APA Chief Executive Mark Castle who was appointed to the organisation last year.
